BRII Capability Statement

BRII LAND LABS LLC

Historical, Regulatory & Government Records Research

Independent documentary research and evidence reconstruction for government agencies, prime contractors, and institutional research needs.

BRII reconstructs documentary histories from government, regulatory, contractual, and recorded evidence. The practice is not limited to land. BRII is not a law firm, a title company, an engineering company, or a general private-investigation service.

What a prime contractor can engage BRII to research

Government Contract & Procurement Research. Reconstruction of documented solicitation, award, agreement, modification, and government contracting histories.

Historical & Regulatory Research. Reconstruction of administrative proceedings, agency decisions, recorded actions, and institutional histories.

Documentary Evidence Reconstruction. Comparison of source records to establish supported chronologies, relationships, discrepancies, and unresolved evidence.

Missing Records & Custodian Research. Identification of missing documentation, official record custodians, available retrieval procedures, and evidence gaps.

These are parts of one evidence-first engagement, not separately ordered products. The client defines the Matter, the research question, lawful information access, the scope, the deadline, and the budget. Findings are independent and source-cited.

Research deliverables

A completed engagement can include a source-cited documentary research report, an evidence inventory and records index, a documented chronology of relevant actions and decisions, a comparison of records and relationships, supported findings with discrepancies and unresolved questions, and identification of additional records where applicable. BRII does not promise access to unavailable records, a legal conclusion, or a guaranteed finding.

Independent research demonstrations

Independent research studies; not awarded government contract past performance.

Kentucky Medicaid Procurement Review. The published study is “The Award Is Recorded. The File Leaves a Further Question.” BRII compared the May 27, 2020 determination for RFP 758 2000000202, master agreement MA 758 2000000680, and the Commonwealth managed-care award listing. The determination records the award to Aetna Better Health of Kentucky. The signature marks do not establish authenticity, and a second solicitation reference remains unresolved.

Martin County, Kentucky — Agreement Records Comparison. Historical document and agreement comparison. The published study is “The Earlier Wording Is Held. The Later Effect Is Not.” BRII compared an earlier water-system management agreement with later Public Service Commission filings that use different terms. The earlier wording, including the term and the written-amendment requirement, is documented. Whether the later terms took effect is not established.

Lee County, Florida — Map & Government Records Correlation. The published study is “The Records Name the Places. The Grid Holds the County.” Disaster-recovery solicitation RFP220362BJB names Lee County and three islands. BRII compared those procurement records with the existing county grid. The records document the authorization and the named places. They do not establish where the contracted work occurred.
